CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: October 12, 2010
Present: Timothy Lovett, David Dempsey, and Christopher Blair
The meeting convened at 6:00p.m.

Materas – RDA – 17 Dowd Rd – Roofing (T. Lovett is the project manager)
This hearing was continued from the Sept. meeting.  Alfred Materas was present to review the roofing project with the Commission.  The Commission approved the project as submitted as a N3.  The Commission required that a dumpster be on site and the debris be managed properly.  The homeowner is doing the work themselves.

Freundlich – RDA – 30 & 31 Lakeside Terr – repair collapsed retaining wall (R. Andrus is the project manager)
Chuck Nelson, representative for Mr. Freundlich was present to review the project.  The current wall is crumbling and Chuck does not believe that the whole wall will need to come down, only parts.  The Commission approved the project as submitted as a N2.

Pace – RDA – 4 Riverwood Way – remove and replace existing deck and add screened porch an area closest to house (C. Blair is the project manager)
Roscoe Warner, representative for Brenda was present to review the project.  The deck is 16’ x 16’ and the owner would like to screen in a section of it (8’ x 16’) to keep out the bugs.  The project was approved as submitted as a N3 subject to silt fence being added as limit of work.  The debris will be hauled out in the contractor’s truck.

Knoll – RDA – 35 Steven’s Lake – remove 7 Norway Spruce trees (D. Dempsey is the project manager)
Chris Tryon of Kelly Granger and Parsons and Sue Knoll were present to review the project.  The project will be done before the winter and Barrett Tree Service will be doing the work.  The project was approved as submitted as a N3 subject to silt fence being installed as shown on the drawings.  The owner is agreeable to planting different trees there if the Commission requires (they do not require this but do encourage it).  The stumps of the trees being cut will not be removed.

Bachelder – RDA – 12 Laurel Banks – install new well and decommission old well (T. Lovett is the project manager)
Chris Tryon of Kelly Granger and Parsons and Susan Bachelder were present to review the project.  The new well will be closer to the lake but this is necessary as the lot is small and there is a lot of surrounding septic systems.  A few trees will need to be removed to get the truck in but will be replaced in the spring.  There will be a silt fence around the slurry pit and one closer to the lake as a secondary precaution.  The project was approved as submitted as a N3.

For Discussion:
1.  Mail was reviewed which included a zebra mussel assessment provided by the Friends of Lake Garfield.
2.  Minutes from 9.13.10 and 9.27.10 were approved as written.
3.  Chris Tryon asked questions about the paperwork issued for Sartori on Main Rd (at a previous meeting).  It was confirmed that the Commission approved finishing the driveway and will require an as-built.  A NOI will need to be submitted for the house project.
4.  The Commission reviewed the special permit application for the Klingenstein’s at 149 Hupi Rd.  The Commission reviewed the file and NOI that was submitted in October of 2009 which did not include adding a bbq pit or kneewall.  The project submitted was to address drainage issues that were causing erosion of an existing path and to reconstruct a terrace in the area of existing impervious asphalt, vista pruning and the construction of a patio and boardwalk.  The Commission responded to the ZBA with the following: The project activity has been permitted through the Conservation Commission already to repair existing structures and to repair and improve existing drainage conditions on the site and to reduce wetland invasive species through treatment.  They were issued an Order of Conditions for that work in October of 2009.  We feel the addition of the BBQ pit and the kneewall are consistent with what has already been permitted and has no impact on the buffer zone.
